the languange unification is certainly an important thrust to ensure unity within an empire. Even in real life China now, there are charges that the goverment of the day is clamping down on Cantonese in Guangzhou. Good job on this AAR which has its own political story.

With the fall of much of Siberia over the following three months, the time was now nigh to set up a Siberian state. There was only one way that this could be achieved without ethnic trouble- deportation or assimilation of the Russians into native culture.

I could expect the Russians to protest this move. After all, they've been there for two centuries, and they probably won't give up their homes and their culture without a fight.
