So me and my friend used to play Ck2 Mp's together(I'm the host with the DLC's) making our own dynasties, but since around 1 year ago only I am able to use the ruler designer. Does the paradox DLC policy of only the host needing to own them not apply to all DLC ( I've noticed this with unit and portrait mods to) or is this just a bug that never got fixed?

I have heard of this limitation before but I'm not across whether it's a bug or design limitation, I'm sorry. It may be that the difficulty in syncing that across MP was just too hard to implement reliably.

It might be worth posting this in Bug Reports, see what QA say on that.
