The Tier 3 bonus of Tomb of Shah Rukn-e-Alam regarding the free and open invitation of a scholar doesn't work

Description​

The tooltip for the tier 3 of Tomb of Shah Rukn-e-Alam monument in the Multan province in India states that it enables the holder to remove the diplomatic relation requirement to invite a scholar as well as removing the ADM point cost and enabling a decision to change the scholar every 20 year. This is the same as combining the 'Establish Religion Schools' and 'Grant local Residence to Scholar' Ulema privileges. Sadly this extra bonus from the Tier 3 monument does no work. Diplo relations are still required, it costs ADM point to invite a scholar and there is no new decision to change.

Steps to reproduce​

Remove the 'Establish Religion Schools' and 'Grant local Residence to Scholar' Ulema privileges.

Have a Muslim nation (I was Hindustan) own the Multan province with the Tomb of Shah Rukn-e-Alam monument while the province is also the same Muslim faith and have the monument be tier 3.

Did you remove the privileges after upgrading the monument to tier 3? If I see the script correctly, removing the privileges removes the flags which enable these features. So you would have to remove the privileges before finishing the upgrade to tier 3.

Honestly I don't remember, but I expect I did remove the priviledges after as you said, so as to in my own logic never lose the priviledge bonuses for even a moment. If that is how the scipting for the priviliedge, monuments and flags works then what you're saying makes sense.

Sadly, that will mean I can't regain the scholar bonuses/flags during the current save without reinstating the necessary Ulema priviledges as the flags for the tier 3 are one-time at completion.
