The Twilight of Heresy
The God-Emperor is no more, at least not as he was. In an act of final self-sacrifice, after the destruction of the Arch-Traitor Horus, he has entombed himself upon the Golden Throne in order to keep the Astronomicon lit, so that our ships may yet continue to sail through the voids of the Warp, and the Imperium may remain intact.

This has, however, come at a phenomenal cost. Before its foundation, Humanity had been reliant upon His guidance ever since the Dark Age of Technology. With the loss of His eternal vision, the Imperium moves into a period of complete uncertainty. For the first time in history, the Imperium must be ruled by those that counseled the God-Emperor, rather than by the Lord himself.

While Horus is dead and the Chaos fleets continue to flee, the Imperium is in ruins. Hundreds of billions have been slaughtered, and while Chaos may be shattered, the Traitor Legions will not be silenced so easy. Xeno filth ranging from Eldar Corsairs to multiple Ork WAAGHs have seized the opportunity the Imperium has presented, while dozens of Daemon infested worlds remain. The disappearance of the God-Emperor has called the attention of many, and while the Imperium continues to maintain his divinity, the threat of further Heresy flares as the Imperium struggles to hide the dark secrets that exist. Even now, the Imperium has been forced to abduct psykers by the thousand for ritual sacrifice, so that the God-Emperor may can keep the Astronomicon lit without perishing.

It up to the Lords of Terra to keep Humanity from plunging into oblivion, and to continue the vision of the God-Emperor of Mankind.

They are as follows:

The Master of the Administratum: Responsible for the civil administration of the Imperium, the Master is tasked with ensuring collection of tithes from Imperial worlds, and the general management of the gargantuan bureaucracy that is responsible for the logistics of the rulership.

The Inquisitorial Representative: Having been founded with the Emperor's last wishes, the Inquisition is a new force in Imperial politics, but one of the few that comes with the express approval of the God-Emperor Himself. As countless worlds lay in open rebellion, and millions of souls already damned to the realm of Chaos, the Inquisition must ensure the Imperium does not make the same mistakes of tolerance as before.

The Ecclesiarch of the Adeptus Ministorum: Although the God-Emperor demanded that Humanity forsake any worship and focus on its own advancement, His actions have already converted the majority of the Imperium into open worship of Him. Now, without His guidance, the Imperium has given an official seat to the Adeptus Ministorum - the Clerical branch that is tasked with the spiritual health of the Imperium. With so many terrified of further Chaos attacks and genocides, the time is ripe to assert the Faith of the God-Emperor.

The Fabricator General of the Adeptus Mechanicus: In control of the Cult of the Machine, the Fabricator General is in charge of the Adeptus Mechanics, the Enginseers. Ever since the Dark Age of Technology, Mankind has long lost its ability to progess technologically; instead, they have been forced into a mechanistic knowledge of the technology they do have, completely dependent on automated production machines from that Dark Age.

The Grand Provost Marshal of the Adeptus Arbites: While the Inquisition is tasked with dealing in grave, disasatorous forces, the Adeptus Arbites must quell the unremarkable millions that arise in revolt and resort to crime. The Grand Provost Marshal has been tasked with the unenviable task of putting the entire Imperium into a new Age of Civility, a tall order considering the open rebellion so many are in.

The Lord High Admiral of the Imperial Navy: A grizzled veteran of the Horus Heresy, the Lord High Admiral has seen countless billions die, worlds roasted underneath their weaponry, and millions of his own crewman scream as their ships were torn open to unforgiving embrace of the void. The High Admiral's only concern is the elimination of any and all threat that wander throughout space.


The Lord Commander Militant of the Imperial Guard: Even moreso than the Navy, the Lord Commander Militant has been the witness of the countless atrocities committed during the Horus Heresy. Though rarely, if ever, part of the battles themselves, they've seen the reports of the heretical sacrifices, the billions of conscripts lost in battles, and the hellish landscapes created by the Daemonic summoners. Along with the High Admiral, they are responsible for the military ambitions of the Imperium, so such a travesty can never be thrown onto them again.

Each "round" shall take the place as a summit of the Lords of Terra, in which they shall decide to divide the Imperium's resources into the following categories:

Expansion: Colonization and terraforming of new worlds, or reclamation of known human worlds (willing or not).
Security: Pacification of rebellions, riots, mutinies, and general crimes against the Emperor across the Imperium.
Crusades: Military action against xeno threats (Eldar, Orks, Dark Eldar, miscellaneous lesser Xenos), Chaos Traitor Legions and Warbands, and rebellious Imperial worlds.
Purification: Elimination of Chaotic cults, heretical elements, Xeno-sympathizers, and other undesirables in the Imperium, principally the government and nobility.
Consolidation: Streamlining of the Imperial military, recruitment of new conscripts, and renewed maintenance of military fortifications.
Research: Although straddling the lines of tech-heresy, the Mechanicus can make limited advancements of scientific knowledge if given the appropriate resources and timeline.
Production: Industrial production of equipment for the Imperial Guard and Planetary Defense Forces, new ships for the Imperial Navy, and materials for new factories.

Among these categories, each Lord or Lady shall create a budget that reaches a total of 15 points, and a description justifying their budget. At the end, an average will be taken by each Lord's budget to create one for the Imperium as a whole.

Greetings gentlemen, as you all know, these past 25 years we have, with the Arbites, enacted a variety of purges across all sectors and forms of government. We have identified over 500 major Chaos plots that, if left unchecked, would have resulted in cataclysmic losses across varying lines of Imperial strength. We have additionally caught thousands of minor Chaos plots which may have snowballed out of control had we not intervened. While no doubt some innocents have been caught up in this mess, it is without a doubt we need to continue investigating planets for loyalty; although now, I believe we can scale back our level of involvement and focus on planets further from Terra, as well as begin moving down the chain of command as the current high officers have prove their loyalty so far.

However, one major issue of concern has been the acquisition of heretical artifacts left over from the Heresy. In their blasphemy, they consorted with foul daemons and left many now colonized worlds, as well as worlds we successfully fought them off from, littered with artifacts from that day. A sub-section of my order has deemed themselves the "Ordo Malleus" and have dedicated themselves entirely to the quarantine of these weapons of heresy, as well as the daemonic outbreaks they may bring to whatever world they plague. For this reason, I would like my colleges in the Imperial Guard, Adeptus Arbites, Adeptus Arstartes, and Imperial Navy to please alert the Inquisition of any reports of "strange", "magical", and even "holy" artifacts so that my agents can report on them. I would also like my agents to be made aware of all involved in these artifacts as they will likely need to be interrogated at the very least.

Outside of that, I understand our purges have upset some of the laity, but quite frankly, these people need proper indoctrination and I disagree with the idea of making local Arbites agents "sympathetic" to the local people. We need to ensure utmost, absolute loyalty down to the lowest soldier. For this reason, I believe the Ecclesiarchy should scale up indoctrination and proselytizing, and make sure the common people know who to blame for the purges - heretics, xenos, and the like. Humanizing the people will make Arbites agents hesitant to strike down on heresy when they otherwise would; we can brook no possibility of treachery. However, I will agree the purges can be scaled back and targeted at troublesome worlds and governments, rather than a blanket Imperium-wide cull.

Additionally, we should continue the crusade into Segmentum Obscuris at full force; the distraction it has provided for the traitor legions and heretical traitors has kept them from making our own people rebel, and has increased their infighting as reports tell me. We have achieved far too little to stop now, and with reports of Abaddon retreating, I do not want to give him the opportunity to reorganize his damned legionnaires.

To further aid the crusade, we should also focus on repairing our industry. Supply shortages have caused morale problems as my agents have observed; while this can be dealt with by executions it is far more efficient to attack the source.

Here is my recommended budget for the immediate future:

Expansion - 0 - We cannot afford any needless expenses or wastes of time, when the enemy still needs to be eliminated.
Security - 3 - We need to maintain our current security, find heretical artifacts, and continue establishing a presence on worlds further from Terra.
Crusades - 6 - We need to break the back of the Traitor legions for good, we need to make sure they retreat for at least the next millennium. When we force them back, and shore up our defenses, we can finally dedicate those resources somewhere else. But we cannot risk the crusade losing ground and wasting resources, or else my agents will once again have to deal with widespread heresy.
Purification - 1 - We can begin scaling back the purges, and concentrate them in targeted areas.
Consolidation - 2 - We should begin preparing defenses on the worlds we've retaken, so that even if we face future defeat we have somewhere to retreat to, rather than losing everything.
Science - 0 - This is for a time of peace, and we are anything but.
Industry - 5 - My agents report widespread discontent over poor supplies, as well as defections to heresy by men facing such problems. Our navy still lies in disrepair, while flooding worlds with consumer goods could also keep the populace quiet.

Master of the Administarium Flavius Victor

A pious man, his fanatic worship of the Emperor is only matched by his cunning, frugalness, and efficiency. Born into a minor noble family of Terra, Flavius was raised managing the family income, and eventually the business. His help rapidly raised his family status and wealth, gaining him the attention of the Imperium's government. He quickly rose through the political ranks of the Imperium, and through personal cunning and luck, would rise to become the Master of the Administarium.

He has carried over the economic sense from his former business, and watches over the Imperium's bureaucracy with an iron fist.


Warhammer Knowledge: Know the basic depth of the lore, but wouldn't be able to go into depth on any one topic.

Fabricator-General Kalum Ignacio
Born on Mars and inducted into the ranks of the Tech-Priests. Has led expeditions into the Librarius Omnis with mixed success. Attained a high ranking position in the Martian Priesthood prior to the Horus Heresy. Served in the war within the webway with some distinction and was part of the Martian plot to abandon Calastar in favour of securing the webways that lead to Mars itself. After the Horus Heresy he attained the rank of Frabricator-General, and aims to ensure the Adeptus Mechanicus continues its position as an influential and somewhat independent faction within the Imperium

Lord Inquisitor Tirius Cassle, Ajudicatus
Born on Terra to an exceedingly aristocratic family, Tirius Cassle is fanatical in his loyalty to the God Emperor and to the purity of the Empire. Xenos, heretics, and the spawn of chaos will all burn before the Lord Inquisitor. He earned the honour title of Ajudicatus for his actions on Jora IV in cleansing an entire Imperial Guard unit even in the wake of an Ork WAAAAGH, sparing the planet from the infectious and destructive influence of chaos.

Familiarity with Lore: Enough to look like I know what I'm talking about but not enough to actually know what I'm talking about in any real depth. Mostly just through owning an IG army irl and playing the video games.

Ecclesiarch Braxtus XXIX

A former Crusader, Braxtus was considered very, very lucky and in the God-Emperor's favor to have survived some of the thickest of fighting that most Crusaders could only hope to see. It's partially his success against various heretical campaigns that got him elected by the Holy Synod in the first place. His further fervor and charisma on the throne aided greatly and further cemented his position as Ecclesiarch.

Familiarity with WH40k Lore: Slightly more than basic. I played a few sessions of Dark Heresy.​

Ludovek Rond
Grand Provost Marshal
Born on Hydraphur in the Segmentum Pacificus as the sole son of a notable admiral, Ludovek Rond entered the Schola Progenium. Even in the wake of his father's noble death, he having destroyed himself and his crew to prevent the spread of Chaos in the region, Ludovek was steadfast in his studies and soon enough came into attention by his instructors.

Selected for his stalwart personality, Ludovek was inducted into the Adeptus Arbites, rising through the ranks. As Judge, he would condemn entire industries to decimation following the threat of worker's riots. As Arbitrator, he would personally lead a number of excursions which ultimately revealed a massive ring of supposed xeno-sympathizers within the naval leadership on Hydraphur, an act which has nevertheless vilified him among the Imperial Navy and her elite.

Despite the enemies made, Ludovek's expertise in subjugating unrest in the wake of the disastrous struggles against Horus made him the prime candidate to recently ascend to the position Grand Provost Marshal. A staunch supporter of status-quo, Ludovek is a believer that the God Emperor has in store a great plan for Humanity, one beyond the comprehension of mortals, but one that must be completely obeyed. Thus, he waits for the Emperor to one day have his plan emerge and save the galaxy, while his servants keep the peace in the mean time.

Familiarity with WH40k Lore: A fair bit, mostly from going through online articles and reading the Rogue Trader manual. Never read any of the books.
 
Also, how will you do turn reports and how often will turns be?
Expect the turn report to be every 2-3 days, it's mostly just based on how quickly the reports from each player are done.

After the budgets are collected, I as GM, shall deliver a State of the Imperium that was the result of the player's budgetary allocations.

I'd be interested in taking the fabricator-general

Also, are we not including the representatives for the Navigators, Astronomican, Officio Assassinorum, and the Telepathica? Or is this still too early for them?

I'd accept them, but I kept them off the description because I wanted the other roles filled first. Also, consider Imperial Guard reserved.

The Lord High Admiral of the Imperial Navy
Valkar Corpus

Popular among his men for his ability to ensure their survival and victory, this former Lord High Admiral of the Segmentum Solar rose through the ranks through the will of the Emperor alone (nepotism and favoritism) and has served loyally and truthfully in all his days. He has a knack for playing the bureaucratic game and ensuring that vital resources arrive where they should, to his fleet, within a sensible timespan.

Personally, he has fought lesser Ork incursions and traitor elements of the Imperial Navy, and has been mostly successful in these battles.


Experience with 40k: A moderate amount from reading the wikia/lexicanum and watching lore videos.

Lord Commander Militant of the Imperial Guard
Theo Avitus
Before assuming the position of Lord Commander Militant for the newly restructured Imperial Guard, Theo Avitus had served as the Lord Commander of the Expedition Fleet for the 713th Expedition Fleet of the Imperial Army. Exploring the edges of Segmentum Tempestus, Avitus consistently pushed the borders of the Imperium, liberating dozens of xeno-enslaved human worlds and incorporating millions of humans under the Emperor's rule. When the Warmaster Horus turned traitor and started his rebellion against his father, Avitus and the 713th Expedition Fleet were resting and refitting after a particularly brutal campaign against a series of human worlds that had ignorantly refused to see the Emperor's light. Upon receiving word of the siege of Terra, Avitus made the decision to immediately make for the Imperium's capital with as many regiments as he could take. Arriving after the Emperor had already dealt the killing blow to the traitor Horus, Avitus and his army assisted Primarch Guilliman and his Ultramarines legion in purging the last of the traitors and chaos worshipers from the plant before moving on to reclaim those worlds that had been lost in the rebellion. In recognition for his abilities, as well as his outstanding service to the Emperor, Avitus was named Lord Commander Militant following the Imperial Army's restructuring into the Imperial Guard by the Primarch Guilliman.

Familiarity with lore: I've read a great many of the books (mostly Imperial Guard but also a few Space Marine ones), played a bunch of the video games, and read a ton of the articles on the lexicanum.
