Id like to be able to convert POPS that are not of my national culture, which is apparently no longer available in whatever Revolutions version I'm running, but totally was in whatever version I ran years ago. Any advice as to how I can manage this? (I generally play as Russia, and take Korea, converting large amounts of grain workers into solders, but yea, wont let me "Without full citizenship" and because they're not my national culture.) Thanks guys,

It was a while since I last played Ricky but I seem to remember that as Russia, you have a lot of unaccepted pops at the beginning. There is then an event (1860s/1870s) that converts a load of them to Russian.

As for manually doing it, as Hellkeeper says impossible unless your party has full citizenship and even then they are not necessarily accepted pops, but you can do things with them.

You're thinking of VIP. In Vanilla, they're Russian to begin with.

Yep. Non-culture pops make good craftsmen for your factories; not so much clerks, as only your national culture clerks give research points.
