Description​

I bought the game from steam, installed it, opened it and the flag of each country was black, I don't know what happened, I uninstalled it and re-downloaded it.

Steps to reproduce​

I don't know what caused it, I just started the game normally. And that's it.

The flags can probably be fixed by removing the flags folder in "Documents\Paradox Interactive\Europa Universalis IV\gfx" (not the one in your game installation folder). That should make eu4 recalculate the flag files on the next start.
If it doesn't help, you could try to disable all mods to see if they have any impact. And make sure that eu4 is allowed to write to "Documents\Paradox Interactive\Europa Universalis IV\gfx"
