I've been away from stellaris from some time now. I'm thinking about starting a new campaing due to the new 4.0 patch, but I've seem some threads here about AI issues.
Is the game in good shape or should I wait for future patches?

I think it's fairly playable atm, if you're looking to play for a long time then starting right now is a time as good as any, as it will take you some time getting accustomed to how the new districts work. I think it's a lot better, and even if the AI is not optimized, they're far from not being able to play the game, so if you play a sub-optimal chill game, they can still impede you.
Of course, if you go after Montu's meta builds, you'll roflstomp everything in no time. Even harder than before since all the stacking bonuses are REALLY strong this time.

I feel like the AI needs a good amount of work with respect to planet automation both for your own empire and actual AI empires. But it's playable... And there's enough new content to make it not a center point for me but it'll wear thin on my next game.

AI play about as poorly as they did in 3.X from my little game time(too busy modding to fix things and then I keep wanting to try different things so I don't think I've taken a game to late game yet, whoops).

Worst I've seen is AI's being bricked with colonization bugs though some of which might be fixed in 4.0.10.

You could give it another week or 2 where they could fix some more bugs that can brick the AI but I think they are unlikely to improve AI "gameplay"(happy to be proven wrong). After that I would have low expectations because they'll have to assign more resources towards the next DLC.

AI feels like it might be teching a bit better than it did in 3.14, but its alloy income is terrible (except for gestalts). I was looking at the specializations file and it looks like none of them have ai_weight fields; I'm really not sure how it chooses specializations, but looking at AI planets I see almost no heavy industry (or even mixed industry besides the capital). It does seem to be choosing science and trade a lot, but the colonies mostly stay at pretty low population levels and don't produce that much.

For the most part they are doing a better job of not falling apart to rebels than they did during parts of 3.x though.
