Don't you have to do something to unlock it maybe? Doesn't it appear as a "shadow" in the Garbage menu or when you look for it with Find It?

no, i am using the pre installed mode to unlock everything

Hm, it is an asset that looks like a reskin or simple adjustment of the Green Cities' DLC garbage collector, probably having the same function (there is absolutely nothing in the workshop description, as so often).
It does not list the DLC as a requirement, but neither do other uploads from that creator.

Do you have the Green Cities DLC? If not, this asset might simply be unavailable (not 100% sure about this, but afaik, you need to have the corresponding DLC to use assets which work as modifcations of DLC assets)
