Now that Germany is going to get a facelift, I decided it is a good time to think about some new tags we want to see. Here are some of my suggestions.
I want to break this suggestion in three sections based on location of tags: Germany, Switzerland and Czech lands (no Italy because I don´t know much about its history).
Now just to make it clear, I do not support adding all of these.
If someone is wondering for the first part of my HRE rework:

Lusatia (formable)
Upper Lusatia (releasable)
NI´s: same as Lusatia
Lower Lusatia (releasable)
NI´s: Same as Lusatia
Silesian releasables:
Ratibor/Racibórz
IMPORTANT: After release, this tag should have Premyslids as their dynasty. The main line of Premyslids (czech kings) died off in 1306, but legitimised bastards of Ottokar II and their descendants were ruling parts of Silesia until 1500s. An alternate history where Premyslids take Bohemia back would make a lot of Czech players happy (me atleast).
Wrocław
Opole
Głogów
Legnica
Honorable mentions:
Tabor: I definitely think they should be their own tag. However, they were basically a city of radical Hussite rebels without any diplo-relations and they hated the catholics. Due to this, I think they shouldn´t start in HRE, but rather outside of it
Rosenberg dominion: the most important noble house of Bohemia. They would be large enough for appearance in EU4, but they never showed any separatist tendency as far as I know, so i don´t see a reason for them having heir own tag
Switzerland
Three Leagues
Seven tithings
Geneva

Dortmund

Merchant republic
Dortmund was one of the most important Hanseatic cities in the region, and was a major trade hub until the Thirty Year´s war devastated it. I think they were important enough to make an appearance in EU4
Traditions: +0.5 yearly RT
(It is a Hanseatic city with really old brewing rights)
+10% garrison size: (In 1388, the city resisted a 1.5 years long siege)
Hanseatic city: +15% global trade power
Lending money to English king: -0.5 interest per annum
Our burghers are so wealthy that even crowned heads do take loans from them. How can there be doubts about us paying our debts if the English king himself borrows money from our citizens?
Chief city of three circles: -10% stability cost
We were appointed the leading city of Rhenish, Westphalian and Netherlands circle by our Hanseatic partners. This leads to us becoming an important center of Hanseatic administration.
Dortmunde Burgenschutzenverein: -10% regiment cost
By establishing the Dortmund militia force, we ensure that our city will be protected by more than unloyal mercenaries and incompetent peasants. Let´s create a militia force. Our population shall fight for its rights and for its city, for Dortmund!
Seat of the Vehmic court: -0.1 yearly corruption
The Vehmic courts operate all over the Reich, but its original seat was in Dortmund. Some of its legacy must stay and ensure that people will always fear the will of the law
Stadtgymnasium Dortmund: -10% idea cost
With a new and important school in Dortmund, more will have better access to education. More people will bring us great advancements and ideas
Dortmund city archive: +1 yearly prestige
We must not forget our past. Let´s build an archive of our city and make sure to remember our history
Ambition: +10% goods produced

Passau

Theocracy
Traditions: +1 missionary strength
(this was the center of converting central European pagans like 800 years ago)
-1 national unrest
(bishops managed to make a compromise with burghers, who wanted to be a free city)
Enemy of the Hussites:+10% shock damage dealt, +2.5% discipline
Predecessor of our current bishop was a staunch enemy of the Hussites. Fighting such a barbarous foe requires strong military force
Veste Obernhaus: +15% fort defense
Our mighty stronghold proudly overseas the city. We must protect it at all cost!
City on three rivers: +15% global trade power
Our city is located near rivers Dunau, Inn and Ilz. This greatly helpes the trade in our bishopric
The Golden road: +15% caravan power
Our state is located at the end of the Golden road from Bohemia. Even though the terrain at the border is not easy to pass, the trade flows from Bohemia to Passau and makes us richer
The Passau art: +50% prestige from land battles
Pasovian swordsmiths are known for decorating their blades with a Pasovian wolf, our symbol. Our decorated swords are famous even outside our borders
Recovering from flames: -10% building cost
Our precious capital has often been ravaged by fire. We must adapt and make sure our city will always be great
Invite Venetian artists: +0.5 yearly prestige, +5% institution spread
Passau is beautiful and will always be, but it can be even greater. Let´s invite artists from the very centre of today´s culture, Venice
Ambition: +10% production efficiency

Religious tolerance: +15% religious unity
We are forming a bridge between Catholics and Protestants. This can help us manage the religious divide in our lands
Renaissance Jülich: + 10% institution spread
Our capital, the city of Jülich, has grown into truly great-looking city, filled with the new ideas of Rennaisance. We won´t stay behind in terms of culture and science
Lessons against Cologne: +3% discipline
We´ve fought hard against Cologne since the 13th century. Though their wrong-doing against us has stopped, we must learn from our fights and rise stronger
The Julich citadel: +15% fort defense
Our citadel is of great quality, and even the French admired it. We can definitely make use of that.
The Dusseldorf art gallery: +1 yearly prestige

Perhaps some event similar to Burgundian inheritance, that cedes Julich to Cleves/whoever else. The name of Cleves should change to Cleves-Jülich-Berg if it isn´t too long.
Kempten

Prince-abbacy
Kempten was the largest of prince-abbeys, and large enough to be their own tag. There were 42k people living there in 1802 according to wikipedia.

Monks of our order have done much for science and culture of this world. We must continue this legacy.
Rewriting the rights: -10% core-creation cost
A lot of villages inside our lands aren´t actually our property. They are subjects of outside nobles. We must change that. Eventually the farmers will find themselves under our firm rule. It´s not like the outside rulers need these lands anyways...
Church administration: -10% stability cost
Clergymen are often some of the educated people of this age. They even are in Victoria 2. They naturally make great administrators.

Konstanz

Oligarchic/Merchant republic
Konstanz was pretty important, enough that the church council happened there. Though their power decreased through the game timeline, at the start they were important enough to be in the game
Traditions: +1 missionary
(from the Divine ideas for theocracies)
+10% goods produced
(to represent the )
Free city of Konstanz: +10% global trade power
With the feudal nobility out of the way, our city can trade and prosper beyond others
Legacy of Konstanz council: +1 missionary strength, +1 diplomatic reputation
The Council of Konstanz was a great event in the history of our state. The awkward situation of 3 popes claiming their title was solved, and the heretic Jan Hus was burned. The legacy of this council will never be forgotten
The Konstanz bridge: +10% national tax modifier
Our city owns one of the most important bridges over the river Rhine. Taxes and tolls from this bridge can help increase our wealth
The Konstanz theatre: -1% prestige decay, -5% idea cost
We are operating a theater now. This can help spread this kind of art through the city
Siege of Konstanz: -0.02 War exhaustion, +15% local defensiveness
While the rest of Schmalkaldic league capitulated, we´ve fought on. This stubborness is an example we should follow
Trade on the Lake Constance: +10% trade efficiency
Being on the Lake Constance, we are in a great position to lead the trade over the lake. Let´s make sure we squeese the maximum out of this possibility
Battles on the Lake Constance: +10% land morale, because 10% naval morale would be completely useless
The battles on the Lake happened right before our walls. Let´s make sure we take a lesson from these events

Land Hadeln

They probably are too small. Like Dithmarschen but like 40% smaller. I mostly just write about them because I find them extremely interesting. They were a major food supplier to Hamburg, if that justifies anything
Traditions: +15% local defensiveness
(to represent the peasants resisting the invaders)
-10% land maintenance
(to represent the peasant soldiers)
Land of farmers: +10% goods produced
We´re called Farmer republic for a reason. May our farmers´ fields be always fertile!
Crop trade with Hamburg: +10% global trade power
We have been traiding with our urban neighbours for centuries and we have become their biggest food suppliers over time. However, when they tried to hurt our wheat trade, we fought for our interests with arms in our hands
Hamburg´s influence: +10% institution spread
Location close to chief center of German trade helps bringing new ideas to our peasant land. Our farmers must not stay behind other states in terms of technological advance and new thoughts
Free men: +10% land morale
Our men should be grateful that they live in such a free state. They must remember that such freedom is not to be found in feudal world and defend their state
Farmers´ domes: +2 tolerance of the true faith
Richer farmers often donate growth or decoration of churches. Churches of this land are even called Farmers´ domes. Can there be any better sign that our people are devout and righteous?
Land of St. Nicholaus: +1 yearly naval tradition, -5% light ship cost
Our patron St. Nicholaus is, amongst other things, a patron of sailors. We, as a coastal nation, can draw inspiration from this saint´s tradition and encourage sea-faing
It´s almost harvesting season: +1 attrition for enemies
It´s almost harvesting season. Almost. But it will never be there. If we tell this to invading forces over and over, maybe we will starve them out

Czech lands
Frydlant (emergent)

Feudal monarchy
Albrecht von Wallenstein was a general of the Imperial army in the Thirty Year war. He was basically a Littlefinger of the 1600´s. When the Czech protestants rebelled in 1618 and started the Thirty Year war, he sided with the catholics.
He was a succesful commander and was getting more and more powerful. He confiscated the land of the defeated rebels and, with the approval of Emperor, formed his Duchy of Frydlant and later even became ruler of parts of Silesia. Even the emperor borrowed his money.
But then the rumour started that he wanted to betray the emperor and seize the bohemian, or even imperial crown. He may or may have not done that - no one knows.
The emperor couldn´t execute him, because he was technicaly a sovereign monarch. So he assasinated him instead. His duchy was confiscated by the emperor.
I find this story interesting enough for it to be represented in EU4, and Frydlant definitely was large enough to be represented as well.

Traditions: -1 National unrest, +1 leader shock
Terra Felix: +1 tolerance of heretics, +10% production efficiency
While the rest of country may face religious persecution, our ruler is relatively tolerant. While the rest of Empire turns to ashes, our land is relatively intact. No wonder why our land is called Terra Felix - lucky land
(NOTE: it can also be happy land. Both meanings work, and I´m no expert in Latin. But lucky land sounds better IMHO)
Duchy of a general: +1 leader fire
Our founder Von Vallenstein is (was?) a great general. We must continue his legacy.
Propagate the cloth production: +10% goods produced modifier
Our clothmaking isn´t as profitable as it could be. We must change that

Our city is a great work of architecture. It can make our country a lot more prestigeous
Legacy of Valdstejn´s recruitment: +20% force limit modifier
Our founder was a great army recruiter, fielding an army of 100 000. We can surely try to continue his methods and field an army beyond our potential
Playing on both sides: +1 diplomatic relation
Our founder was fighting for a general, but also negotiated with the Protestant side. We must make sure we don´t fix ourselves to a single ally
Rumcajs´s money collecting: +10% national tax modifier
Rumcajs is great at collecting money. We must figure out why is he so succesful and collect our taxes more efficiently

Wrocław

Traditions: +20% caravan power, -10% development cost (the city was the most important trade node in Bohemia and grew thanks to German colonists)
Opposing the opressors: +10% land morale, +5% fort defense
We know how to protect our land. We burned our city when the Mongols came, to deny them resources. When Czechs denied us our rights, we rebelled, aginst all odds. We shall always guard our lands.

Głogów
They do. They were pretty large, enough for their own province. The formal unification of Three Leagues happened little beyond 1444, but they still can be tag from the start I think.
Traditions: +10% available mercenaries, +10% domestic trade power
(to represent the free trade agreements inside the Leagues)
Common enemy: +1 diplomatic reputation
Our state was born on the grounds of fighting the Habsburgs. We must remember the tradition of our foundation and find allies against our enemies

By sharing our resources between the Leagues, we have a better potential to field larger armies and defeat our foes
Mors:+10% infrantry combat ability
Our armies are feared by our enemies. Our armies should fight to the death for rights of our Leagues
Bundesbrief: -10% stability cost
All three leagues send their deputies to the Bundesbrief. By having a unified council, we can settle our state´s affairs better
Articles of 1526: +2 tolerance of heretics
By limiting the power of clergy, we can improve the status of those who don´t share the beliefs of majority. We also make sure the clergy focuses on the spiritual matters instead of meddling in our affairs
Referendums: -2 national unrest
By letting our people express their opinion by voting, they are less likely to express it with weapons in hands. Let´s institute referendums and find a peaceful solution to our disputes
Free State of Three Leagues: -10% idea cost
Our way of governing is unique in Europe. No other countries have such an enlightened way of governing. We must continue to strive for a better state
Ambition: -10% development cost
(The Three Leagues was a relatively stable federation)
