This really applies to any of the economic province improvements. Are they even worth building? From what I have seen, most of the province base income is pretty low (1 to 4 gold per month). A Tile Factory gives you an extra 4% per month. Even if the province base income was 4, it would take 625 years to make up the building cost. That is longer then the scenario. If the province base income is 8, then you could make up the cost by arounf 1400, so there is some benefit.

Are there any other hidden benefits that make these improvements worth while? Are they only worth while in one of the really rich provinces?

Almost all of them are worth-while ... and eventually you will have enough money that you might as well build everything. The only one I am wary about is the money-lender buildings. One is ok, two also, but each costs piety every month, and if you are not careful, you can end up bleeding piety faster than crusade expectations :) ... and then you can imagine how much you will be losing while a crusade is going on.

Edit: and if I remember correctly, a Tile factory is also required to build Glassworks (which gives same income as a mine).
