You mean we will be able to change the Map? make new provs? Remove PTI?

The european map, which a lot of people are working with, looks great. When will it be able to download? I mean just the map not a whole mod.

I assume you are referring to MKJ's map. If so, he's the one you should ask.

When i try to install the ".NET Frame thing" i get an error saying "Extracting file failed caused by low memory or curropted Cabinet file."
Any suggestions on what i should do?

will there come a easier tool for map editing, thought magellan (but especially photoshop) is kind of difficult to work with?

I wouldn't count on the map editing become much simpler than it is now. The graphical work will remain roughly the same, regardless of the tools used to access the game data.
