You need the tech in oratory. That's it.
Strictly spoken yes (and you can even choose among two), but said tech (and the ones before) also have conditions attached you need to fulfil to be able to research them (which is rarely the case in the tech trees elsewhere) and the final step requires having popular populares (nice pun) or means fighting a hefty civil war.

If you want to have any faction in power with high approval in a Republic you need to follow a strategy for some time and be patient before you achieve the desired results:
  1. Appoint characters of the selected faction in positions of power that give senate influence. This includes government, researchers and admirals but it does not include governors or generals that have a -100% senate influence. This will make the party to have more seats on the senate with time.
  2. Make decisions that gives faction approval, specially faction objectives but also everything else that factions approve. The wiki has all the monthly approval modifiers for each faction here:

After some time you will have your preferred faction in power with high approval.

If you want you can recreate a Julius Caesar moment following these steps:
  1. Choose one Populare character as a general and give him a triumph
  2. He will be removed from command and get the victorious trait
  3. Get him elected as ruler and enact dicatorship, having him as a fantastic ruler of your Republic or future Empire.

This is similar to what you can get as playing ROME, becoming a major power and having a general with the ambitious trait (rise of a dictator event):

It is super easy to do it now in 2.0 but it was very hard before.
Just go down the Oratory tree at once and read all the requirements and fullfill them.
So save PI and the other stuff you need and you can do with within 5 years. Dont bother pick ideas, as you will get 4 new slots.

Best to do it as early as possible as there will be a civilwar, hire mercs and sell your forts except for in the capital and raise levies and it will be easy.

Also that what you have written about on the wiki is old outdated stuff. You dont need popular populares anymore. Just a popular ruler. Read the requirement on the techs.
