I remember playing this game as the County of Carcasonne a few years ago and forming an empire, but I can't remember how I did it!

Is the best thing for me to wait for claims to come through events and then take on Toulouse for the duchy title, or is there a quicker way - such as gaining prestige by attacking Muslims?

If you are waiting for a random claim on Toulouse, you can maybe sit for 400 years waiting.

Wait for Toulouse to become independent, then strike fast when he is off fighting the liege. Or you could try to marry into the ruling family and that way gain the throne (if they have semi-salic law).

Or you could try to conquer some land outside your liege's realm to gain prestige and power :)
