Certain comments about title formation:
-The Imperium Romanum shouldn't be confined to Solar-Imperial characters only, as a) there is no reason why a sufficiently powerful character of a different religion in the ERE couldn't or wouldn't claim the title and b) according to the title history, the ERE has had non-SI Emperors. However, claiming the title should require holding Constantinople.
-The Tiudiskaz Reik should be formable by Bajowarijoz (non-Germanic religion) characters.
 
But still restrict culture to greek?

Hm... the culture = greek and religion = sol lines aren't in an allow block, so I'm not really sure if they restrict creation of e_byzantium.

That's a question for Shaytana (who named it that way) and since he hasn't been on the forum for nearly two years now, it's unanswerable. You could say that for whatever reason, the Imperium has retained Latin as the language of the court.
 
Preservation of the name, I guess. Though, one of the main reasons for the division of the empire to begin with was because the Eastern half was culturally more Greek, and Greek became the official language of the empire and Orthodox Church. I don't think the ERE still speaks Latin (except for maybe some ceremonial stuff), but I could be wrong and Shay meant to keep them Latin-speaking.

It's not an allow condition, it shows up in game as "This title can only be held by Solar-Imperial characters"
 
Where? I'm not seeing it, and I've held Imperium Romanum as a Luwian (though admittedly not since The Old Gods came out.)

I'm removing it anyway in an update to the de jure structure of the region, soon, so it won't matter.
