Well, this should be fairly straight forward: I think you forgot to localize Mongols for females or that it's broken in relation to Culture vs. GraphicalCulture (had passed elective and my son just died, the daughter was by far the best character). Might I suggest "Khatun"? It's a prominent one in the Mongol Empire, so that should be fairly relevant. 
On a side-note it was still called the "Khanate of Bulgaria".
