My English is not so good so I'll explain it in short phrases:
I play as King of Leon. I conquer Emirate/Duchy of Beja. I give County of Mértola to a courtier (actually my Spymaster). He has a heir. Title can pass from my Realm because heir is in Aragon. I set Crown Authority to High (in theory, titles can't pass from my Realm). I still get the popup. I decide to create both Kingdom of Portugal and Duchy of Beja titles just for testing (I had to cheat because I didn't have money). I still get the popup.
I don't know if the CA law is broken or so the popup is.
