I don't have a clue about how many ressources the game AI needs vs. such a "general AI". But if it's much more, then running game AI and general AI in tandem could be a step forward. E.g. if only "lucky nations" were driven by general AI, all others by game AI? Or if general AI would be randomly assigned to a few select countries to spice things up? Never mind, I see you guys are familiar eith the topic and have had a look into it. In the end you know best. :)
 
Another thought I had goes like this: why not treat "general AI" like a human player and actually handing to it a game instead of embedding it into the game? I mean, you already have multi-player - so the "general AI" could take the role of an actual player and reside on a pdx server (so the limitations of players desktop computers would not be a problem anymore). Multiplayer then could give the option to play against human and/or AI players, as one likes it. Apart from being fun for players to play with, I believe there's also much to be learned from this at pdx. I'm not going to write a business plan for this, but I believe this could even be profitable for pdx if players pay a fee for the service. Well, in any case, it would be just awesome. :)
