Please include in all the launchers an option to disable syncing playsets, for those that use the feature, it's brilliant. For everyone else, it takes so long for nothing, every single time the launcher is opened, even if it's the 10th time in 5 minutes because you're trying to fix a mod or crash issue, and there it is again!
Thank you

Interesting - Are you using the Steam Workshop? If you are, then this is a bit of a mystery really: The launcher does not actually sync playsets that contain only Steam Worshop mods. Maybe you are using PDX Mods?

Thank you for answering this.
I am only using Steam Workshop not PDX mods. and it happens across multiple titles. It's usually 5ish minutes (which doesn't sound alot but when the game crashes you can have you go through it again before the loadscreens start, it adds up fast), the game will not launch while it is syncing.

A little toggle in the game settings would solve this, years old now, frustration as I can't foresee myself ever actually wanting to sync playlists across PCs or with a cloud.
Thank you.

@Orinsul - Would you mind showing us how the "All installed mods" and "Playset" views look as well? Maybe attach some logs? It seems we can't reproduce the problem without a bit more info!

Also, while the sync is ongoing, the Play button should start the game (though you might get a warning that updates are underway) - Does that also not work?

It works sometimes, most times it pauses and waits and syncing to finish then starts.

For sure, I'll just do V3 as CK3's is.. very long and others aren't currently installed.
All installed mods, they all have the little steam icon

all playlists have the little not eligible for syncing icon (assuming that's what you're looking for)

So you're right, by stated rules there should be nothing to sync?
Syncing for this list takes about 1-1.30minutes

I can't find where launcher logs are kept sorry. In the game documents folder all logs appear to be game logs only, not launcher.

Curiouser and curiouser! Clearly, the launcher thinks that the playset is not actually cloud synced...and yet it still syncs. Possibly it's actually doing something else entirely, like reading metadata. Hm. Are you running the game from a mechanical disk?

Logs can be exported from the "Launcher settings" - Here:

In the "All installed mods" tab, how does it look while the sync is ongoing? Are there any progress bars or anything else happening?

While it's syncing this happens

and mods will pop up, move around in order, etc, as if the list isn't kept locally or if it updates/reads the mods from hdd each time? month old mods will appear during this process as though it didn't have them in the list last time, which it did. Names change, etc as it refreshes. I don't know how much of this is just how it's supposed to work.
The first time you load it in a few days there are loading/progress bars as it goes down all the mods, I assume checking them against steam or that they're installed right? But currently it's skipping that step.
And yes it's running of an HDD not the SSD

I also get this, if it helps. Only steam mods, generally every time i load the launcher.
My list of mods isnt long and the sync is generally done within 10-20 seconds.
Mine is off a SSD

Right on! We have some theories on what might be going on - Most of them centre around disk I/O and what kind of info we are getting from the the Steam client. To see in (excruciating) detail what's going on, might we ask that you run the launcher/game with the argument:
Code:
--pdxlLoglevel silly
This is done from the Steam client -> [Your game] -> Properties -> General -> Launch Options, typically like so:
Code:
%command% --pdxlLoglevel silly
Unless you have other start arguments as well of course!

A word of warning: All the writing to disk might cause a pretty severe performance degradation on your system, so once the logs have been gathered, I'd strongly advice that you revert and not run with log level "silly"!

Here is the 'silly' logs
I loaded it once with silly turned on and allowed it to sync before exporting the logs.
Which is the first zip, and the second with also opening the game, loading to main menu then quitting to desktop, used V3 for this test.
Hopefully contain the data you need.

Having the same problem as OP. Just started happening out of the blue yesterday. I have a lot of Steam mods for CK3 installed (400+) but cloud syncing is off, cloud saves are off, and I have no idea what prompted the launcher to start doing this.

Also (and I hate to complicate the issue), there are now two copies of the same Steam mods in my installed mods list. If I unsubscribe to one, they both go away, if I resubscibe it shows two duplicate mods again.
