Basically, cooldown reduction stacks, and if you stack too much the cooldown value for spells is reduced to "-". When this happens the hero so afflicted can cast any of his spells in battle, but once they have been cast the cooldown timer will not trigger, so any spell that has been cast will not become available again during the same battle.

(It has the amusing side effect that stacking cooldown reduction too high on William leads his grail shard ability, "extort magic" to permanently eliminate his ability to use any of his spells for the duration of the battle, as they are all immediately put on cooldown.. which never ends. :D)

To reproduce the issue using the save game, just hit "end turn". William's army will be attacked by Fomororians and William's spells will all be affected by the issue due to the player deliberately stacking cooldown reduction to an absurdly high level just to see what would happen. Removing a few cooldown reducing items such that William's skills once again shows cooldown numbers makes things work as usual.
