Too many duchies held modifier

So as far as i understand that you get -5 relation with your vassal for every duchies over 2 you hold.

However I can't seem to find this modifier anywhere, I've already looked up every file in the common folder (even the surely non-related ones ) without any results. I belive that I speak not only for myself since non of the current mods (my apologies if this statement is false) seems to include a change related to such a modifier.

So where is this 'hidden' modifier?

Has been asked multiple times already, consensus is it's hard-coded.

Is it possible that in some patch PI moves this and the max held duchies modifiers to the defines.lua? That would be awesome
