It seems that Ukraine and imperial China are the two most popular choices here. I've also considered using a minor in or near the European theater of operations. Not the usual 'all conquering force' nation, but a partner in the war effort, with its own individual agendas. What came to mind almost immediately was possibly an Israeli AAR, obviously on the Allied side of things.

However, Benelux, Ukraine and China all offer more material to work with... if I did China, I'm seriously considering maybe doing another take on things. Such as the founding of a new dynasty around or after WWI...
 
Oh, and another inspiration I had today (don't ask me why) was based on another country I don't see very often as the subject of an AAR. The country in question being Switzerland. I know there at one time was a pro-Allied Switzerland, but I got to wondering what a pro-Axis Switzerland would be like. So, this adds fascist/paternal autocrat Switzerland to the list, though I doubt it will be as popular a choice as Ukraine or China.

Edit: Possibly leaning towards Ukraine slightly, but wondering who should be in the government. Most likely a Paternal Autocrat-type government, though I might also go with either of the democratic minister sets it offers as well. For a P.A. government, the default ministers would be:

Head of State: Andrej Vlassov
Head of Government: Erich Koch
Foreign Minister: Fritz von der Schulenberg
Armaments: Dimitru Klachkiwski
Security: Curt von Gottberg
Military Intel: Ulban Griniokh
Chief of Staff: Konstantin Kromiadi
Chief of Army: Georgij Shilenkov
Chief of Navy: Wolf von Trotha
Chief of Air Force: Viktor Maltsev

I don't exactly like parts of this cabinet, due to the fact that a few of the ministers appear to be German. What I'm aiming for is all Ukranian, and I suppose I could shift in some Social Conservative and Ukranian fascsit ministers to replace the Germans. This substitution group would include: Stjepjan Lenkawski (Head of Gov.), Roland Popeguschiy (Foreign Minister), Sergei Kubiyovich (Security), and Vladimir Pilipenko (Chief of Navy). Also, since I actually encountered Vlassov commanding Soviet forces when playing Barbarossa a couple days ago, I might want to bring in a new leader for Ukraine.
