My to do list says I have 23 prisoners who are in holding cell but there is no prisoners in the holding cell. I have even tried removing the holding cell all together but it made no difference. I checked that the setting that made them unable to be assigned to a high grade cell if they behave badly is off, which it was so its not because of that. I have regular cells, family cells and padded cells. After seeing what other people said I tried making direct ways to the yard to see if that made a difference but it did not. I tried relabeling everything as shared but that didnt help either. The security cheif keeps complaining about it too. The needs tab show that no one is in need of privacy either. In one of the pictures is the whole prison at night and as u can see there is no one sleeping in the holding cell.
The other problem is that I created gymnasium using quick build but when I tried to expand it I couldnt find the type of floor used in the quick build. Apparently its "Reclaimed rubber" but I can't find this anywhere. I saw from the wiki that its under the "materials" tab but I don't seem to have one? I tried clicking everything but I can't find it.
