The capture of Ataphualla by the Spanards while he was travelled to oversee the execution of his brother, at the end of civil war over the throne, was probably one of the biggest flukes in history.
For EU, it's interesting to consider what might happen if the conquistidor's didn't manage to assasinate Ataphualla. The Incas had developed a very young empire, that was growing rapidly. They were technologically backwards but the Europeans would have had trouble transporting large armies to fight them.
Thus, I've developed a set of changes to the IGC that make the Incas a real power without technological or infrastructure limits. I've done limited testing but they seem to act as a good foil to Spanish expansion. Use at your own risk:
We're going to use the TRI extension Korea is currently wasting. Give the Korea really nasty natives instead.
in 1492_igc.inc:
Comment out the current entry for TRI, and change the tag for INC to TRI. Add the following provinces as known to TRI: 161, 175, 176, 187, 220. Change the starting stability tech to 2 and give Cuzco a class 1 fortress.
Change the religion to "shiite". The justification for this is the pagans can't build infrastructure improvements. At the same time, if the Inca conquers the Aztecs, they don't have the same religion We justify the morale bonus by not giving the Inca any good generals to serve them. As Shiites, they are on the opposite side of the world to Persia et al., and so are unlikely to interact with them as allies.
Lastly, give a permanant CB on Spain and Portugal.
in text.csv:
Change name for TRI to Inca Empire or Tawantinsuyo. Inca Empire is wrong, but it is what was historically used in Europe. In Quecha, 'Inca' means ruler or king.
in province.csv:
Make the religion of provinces 164 - 174, 193, 194, & 219 Shiite. Give Cuczo a Historical COT Modifier of 3 so it has a good chance to develop one.
rename monarchs.inc to monarchs.tri, leaders.inc to leaders.tri.
in monarchs.inc:
give Huayna Capac ADM of 1 and MIL 1. This isn't because he was stupid, but simply to slow the initial pace of technological development.
in leaders.inc:
add three 4/1/1/0 conquistadors for 1530-1560, 1555-1585, and 1570-1600. These are ahistorical, but likely would have appeared if the Spanish hadn't done their dirty work.
in historical events monarchs.csv:
add a revolt or civil war when Ataphualla comes to power.
in colonists.csv:
give them 200 - 300 (to TRI remember). Tawantinsuyo was as much a colonial empire as a conquered one.
in buildingcosts.csv:
add TRI line. I suggest C;B;B;B;-;B but it's your own call. Note the Inca suffer inflation woes.
Lastly, create a custom AI so they expand in the Americas.
Overall, the biggest problem the Incas face is massive Inflation. I'm not sure what I can do about this, or if I should change any goods in the provinces.
If you're really keen, the spare INC code could then be very useful to create a Huron nation North of the Iroquis.
