All it does is increase ship transport health to 100 and removes their 4 damage ranged attack.
In theory this should help with the AI 'suiciding' powerful units and heroes by embarking them onto 12 hp transports in range of your units/spells/cities/towers.
It does have the downside of letting you tank sea units more easily and steal some water lairs, but that's preferable to me than the AI easily losing strong units.
Late game units can still one shot these transports, they currently have no special defenses beyond the transport default, though I could raise them if thats an issue.
