Hi

I think there is a Bug in the Trade System.
Since months Sweden has no Metal to trade with me (Germany).
So, I have loaded the game with Sweden and i have seen that they have an overproduction of 150 Metal and a stock of over 56k.

Same Problem with the Soviet Union and other countries...

It looks like they are not making metal available for trade. The AI can block exports just like a player controlled country.
