The boxes are grey just becuase you can't afford to build there.
 
I'm having this problem also. (Win 7 64-bit with the XJSG checksum for 1.09)

Despite some trade post boxes are highlighted green, nothing comes up if I click on them. When I hover over parts of the trade post tab, I'll occasionally have tooltips flash that seem to be related to the regular build tab (like fort level, etc)
 
I just did a game cache verification, and it downloaded one file it said it couldn't find, but nothing has changed. I still cannot build trading posts, I have noticed the border change on valid provinces (from grey when I can't afford it to green when I can), but it still won't respond, there is absolutely no mouseover response of any kind. Also my starting trade post (in Venice), I can navigate to via other holdings and then hitting the arrow buttons, but once I have it selected, I cannot use the arrow buttons to get out. Very very frustrated since the republics look like a ton of fun to play, and I can't! grargh and stuff.
 
I also cannot build anything on trade posts. The go green and then you cannot interact with them at all, there are no options over it.
Bough my dlc from Steam.
Windows 7, 64 bit.

If I do have a trade post in the region I can't click on it, but I can get to it through the great house screen. Most frustrating to have to steal trade posts from other families.

This is the post that I was looking at Bugs Reports. Thank you LazyKnight for explanations.
Exactly the same in my case.
 
Windows 8 64 bit can open tabs and view built trade posts, ai and multiplayer partners can build trade posts but for me the box is gray with no tool tip or box is green "if console was used in single player to give substantial money". I have removed my old version of the game completely and preformed a ccleaner scan to make sure everything was removed re-installed the game and still the issue is persisting hope this helps
 
Same trouble as everyone else. Windows 7 64 bit, no flickering, its just greyed out. It will turn green if I have enough money but I can not click it and it shows no toolbar. Bought it from Steam earlier today. This is just some bad luck, Steam gets the DLC out late and once I have it, I can't build new trade post, which makes the expansion useless. Hope this can be fixed soon, and it seems all, or most Windows 7 Users on this thread have the same problem as me, while the Windows 8 ones flicker.

I'm having the same problem. Win7 64-bit.
Although, I can interact with existing trade posts, but only via the 'Republic' menu.
I don't get any tooltip when hovering the mouse over the greyed out 'Build trade post'.
When I have over 200 gold, it's no longer greyed out, it has a green outlining. But I still can't click it for building a trade post nor does the tool tip appear.
This is really annoying.
