"Transfer subject" CB doesn't work when there are several defenders and one of them makes an "Unconditional surrender"

Description​

When there are several defenders targeted with a "transfer subject" CB, they can do "Unconditional surrender" and leave the war without actually transferring their subjects. Other CBs are still enforced.

Steps to reproduce​

I have been playing with the EIC. Declared on Russia with take province CB, added transfer subject against Hungary (Austria), the Philippines (Spain) and Baltic Governorate (Russia).
Spain surrendered first, then Russia. I received the State from Russia, but the Philippines and Baltic Governorate remained subjects of Spain and Russia respectively. I did not have a choice to refuse their surrender, and I did not receive an infamy refund either.
In the end, Austria surrendered as the last remaining independent war participant, and they did give me Hungary.
