Travel is not available.

Description​

When canceling travel to liege (i.e. Pay Homage decision), it becomes impossible to plan any other travels.

Steps to reproduce​

1. Load save.
2. Go to decisions (F8).
3. Go to Pay Homage decision.
4. Click on the Choose Homage gift button.
5. Choose any gift and сlick on the Pay Homage button.
6. Press Escape button.
7. Done. Now all travel decisions are unavailable.
