When my treasury was at 0 and I was running a -80 monthly deficit after I raised some armies, I noticed that my treasury didn't go below 0 at the end of each month. If I had a positive balance in my treasury it would decrease, but it wouldn't go below 0.

Earlier in the game it went below 0. Is this a known bug? It should have decreased below 0, right?

It is a "feature/cheat" for the AI. The Ai cannot go into debt, as it is too stupid to handle its finances properly. The game thinks you are an AI character, most likely because your primary title have changed (like being a duke and gaining a king title). If your primary title changes, you need to save and reload. Then the game will know that you are a player, not AI again.

next time you reload that game, it will treat you normally.

The save/reload is an issue in most (or all??) PI games. It just happens more often in CK than in HOI or EU or Vicky.
