Why is it that treaties that have a 100% chance of success keep on getting declined?
I am guessing that it takes the computer a few days to respond and during those days
the + and - have changed.

the + and - have changed.
As France I proposed many pacts to Belgium in the +31 to +33 range
but all got declined. I finally decided to propose a pact with a +60 modifier and 100% chance of success, and it got declined. Belgium likes me so I'm kind of confused.
