When a tributary is allied to someone I'm attacking, it always says they won't join the war. They always do.
That automatically frees them. After the war, they're not tributaries anymore, and I can't even re-make them into tributaries in the war for war cost because it says they're a "tributary of _______ [enemy I'm fighting]" instead of MY tributary.

So, it's clearly been broken for a while now. The messages are wrong, and the functionality is pointless, annoying, and messes up the whole Mandate mechanic.

To follow on from @Chaingun's advice: in order to access the bug report forum (as well as multiplayer, modding and tech support forums) you need to link your forum account to your Steam account. See this post for more details.
 
I'll report this as a bug, but I've seen posts in the forum about this already. The bug aspects are the messages, but the playability of having tributaries rebel is an overall fix the game needs. If they haven't fixed it based on other people's reports, I want to report this here as well.
