I'm currently playing a game as Rome. I researched construction 1 and shortly after both the forum and fort 1 inventions became available. I have researched construction 2 and am well on the way to 3 (about 20-21 years after forum/fort1) and the irrigation invention has still not fired.

I am concerned that maybe I have a glitch in my game. Is there any way to use the command console to force the irrigation invention to become available?
 
It's not likely that you have a 'glitch' in your game; it's more likely just a case of luck. In EU3, tech levels automagically provide their bonuses, whereas EUR just uses them as triggers for what are essentially events in how they work - that is, they don't always fire within a certain time frame, it's all about chance.

No need to worry, just give it time.

(And in answer to your question, no, there is no command line for inventions as far as I'm aware. Hell, there doesn't even appear to be an event effect for it...)
