Trouble Forming Carthaginian Empire

I'm having trouble forming the Carthaginian empire. I have both the kingdoms of Siracusa and Carthage, as well as the duchies of Sardina and Carthago Nova, and I control Carthago Nova and Carthage directly. I'm not sure why the option to form the empire is not showing up.

Have you taken the "Titular empire creation" decision (or whatever it's called), as well? Empire creation has been moved to decisions

I believe it was permanently shifted to decisions.
I'll try making them automatically show up when conditions are fulfilled though.

The decision isn't showing up. I think that it may be a bug.
