Im not great with computers, and I can't seem to figure out how to get the IGC to work on my computer. Everytime I attempt to open the IGCconfig.exe or the Patch.exe a blank black screen appears for a second and then disapears. Am I doing something wrong if so what?

If you have the latest Java VM from Microsoft correctly installed, there are only two possible explanations:

1) You have not unzipped the IGC into the EU directory.

2) The game files do no correspond to what the tools expect. This is possible if you have an odd language version or has tampered with the files (especially text.csv) in any way.

I've had the same trouble. I've done everything right. I made sure to install the latest Paradox upgrade first. I unzipped the files to the EU directory. I'm using the English language version. I haven't tampered with the files (I wouldn't know how if I wanted to). And yet I can't get patch.exe or igcconfig.exe to work at all. What am I doing wrong? I'm running off a Win98 system. I want to play the IGC! Help!:(

Here are some ideas that may work for you

but again, these are basically review:

1. You need the latest Virtual Machine upgrade for windows installed.
2. Make sure you haven't monkeyed with any of the files in EU or this will generate errors and crashes later.
3. Get a zip program like winzip and install it. Then just click on the IGC zip file and it should be recognized as a zip file and the zip program will run and ask where you wish to decompress the files to. Choose the EU directory that has Europa.exe in it.
4. Once this is done do the following in this order:

a. go to explorer and open the main EU directory again and doubleclick on the EU patch file ("patch"). This will execute a program that writes info to text.csv for you. It will work in the background so don't fret if a black screen comes up for a moment and closes.

b. then double-click on "EUcheck" which runs the EU verifying program to make sure you don't have data in the files that poses problems for the IGC (I think this checks leader data, but am not sure now)

c. finally, run the "IGCconfig" program by 2x clicking on it and it should open up on your desktop. If that works, you should be in like flint.

Thanks for the help but it's still not working. Maybe I installed the wrong Virtual Machine version. Can you tell me which is the right one? When I followed the link to the site for the download there were several different versions of VM available and it looked like they were for the different Windows versions (Win98, Win200, Windows ME, etc.) I downloaded and installed the Win98 VM cuz that's what I have. Should I have downloaded a different one? If I install a Win200 VM or whatever will it work on my Win98 system? I'm not a computer jock so I don't kow much about this stuff. Please help!

OK. I had the same problem for a long time and finally... finally, after several weeks of doing without IGC and deciding I'd try this that and everything else I got it installed. It was very simple and made me feel like a complete computer clutz, albeit a heppy clutz. :D Be sure you unzip the thing to the right directory! The right directory will look like:

c:\program files/europa universalis.

When I had been unzipping it the default option was for a special folder within the parent directory for EU. Be sure you unzip it into the EU main directory and not a folder and then everything should work right. If you see an extension that says ".../Hartman IGC blah blah" back it out!

Thank you! :) You were right. A few of the files ended up in the wrong directory. They got copied to a file called "Scenario" (singular) when they should have been put into "Scenarios" (plural). I have no idea where that other folder came from. I can play the ICG although as soon as I loaded up my first campaign w/the Papal States it froze up entirely. I'm going to fool with it some more and see if I can get it to work. If not I may be back here soon asking for more help :) Thanks again.
