Trouble installing mods

Sorry if I am being slow, but I have no idea how to install these new mods that Paradox are talking about.

When I start the game, I click on Mod Manager, and I see a list of installed mods. I don't see any way to browse mods.

You have to be logged in to your PDX account in the GOG/Plaza version of the game. Also for the moment, you cannot enable them from the site when you have the game running (try restarting the game). This is only for the non-Steam versions of the game.
