I occupy all of the needed provinces but it still doesnt seem to be firing.

Oh I see, not at war with the little guys, in the future it may be best to put them at war with russia or have an event to change control during the war if Russia is winning.

This is how I accomplished it, declare war on the Ottomans before you unpause... you start with enough troops to conquer all the balkans, and in a year or 18 months you can have 12 reserves to take up the slack if you're having trouble.
