From readme of 1.06, you can see that there were some changes in IC placement. Now, before that, Tula and Kaluga provinces, south of Moscov, had 2 and 1 IC respectively (or 1 and 1?).

Now, they have both 0. Which is kind of strange, as especially Tula was quite significant industrial city.

There are some more strange placements of IC in USSR (notably, the unusually high ic in Kirov, which was small insignificant city, low IC in Kazan, and lack of IC in provinces like Penza or Ulyanovsk), but this one is really weird, especially given the fact it was just changed.

Maybe it was some sort of typo, or was there a reason for that change?

If im not mistake(has happened before and will most likely happen again :eek:o ), the redistribution of IC in USSR were made so that the number of provinces that you could make industri upgrades in were limited and thereby preventing the massive explosion following 3-4 years of upgrade in all provinces experienced in the previous version. The massive upgrade was considered unrealistic and the only way to prevent it is to create some 0 IC provinces that cannot be upgraded and moving the IC from there elsewhere.

Yes, i though it could be the reason, but why make those two provinces 0 IC ones, and not the provinces like Petrozavodsk (near Arkhangelsk) and that province on the east coast of Caspian sea-can't remember its name-which even today have almost no inhabitants at all?
