From readme of 1.06, you can see that there were some changes in IC placement. Now, before that, Tula and Kaluga provinces, south of Moscov, had 2 and 1 IC respectively (or 1 and 1?).
Now, they have both 0. Which is kind of strange, as especially Tula was quite significant industrial city.
There are some more strange placements of IC in USSR (notably, the unusually high ic in Kirov, which was small insignificant city, low IC in Kazan, and lack of IC in provinces like Penza or Ulyanovsk), but this one is really weird, especially given the fact it was just changed.
Maybe it was some sort of typo, or was there a reason for that change?
