Turkey Can't Annex Egypt

Here's the deal, as Turkey in an IGC I have conquered and annexed all of the Mameluks except for Egypt. When I invade and control Egypt the Mameluks always just ask for a white peace. For my peace offer I don't get the annex option,the provinces table is empty and I can only ask for their money.
Is this a bug or am I doing something wrong?

They may have another province, possibly a colony somewhere that you don't know about. It's a real pain when someplace with 700 people that you can't see can stop you from annexing the country.

I don't know if trading posts can stop it.

Trading posts can't stop the annex option from appearing, but settled provinces (city population>700) can, so it's possible that they have an unimportant province somewhere that makes it impossible to annex them by just taking their capital.

You do have Forced Annex set to ON in the options don't you ?

Change the map to the political map, zoom out, and look for Mamuelks color. You should find it. BTW, focus on the Persian empire next. If you have both, India, China, and Nippon are well within your grasp (I have China and Nippon, and both bring me a TON of cash every year).
