For example, I built two water towers, which cost 240/week each to operate.
I can see this on the budget screen as well (480 in water).
When I turn off a tower, it still costs 240/week.

I believe this to be a bug, because the point in turning a buidling off (in my opinion) is to save money when you have too many buildings and don't want to demolish.
It would be fair of course, it turned off buildings would cost (for example) 10%/week of the normal price, because it can be argued, that even if a public/service building is not in use, it still needs some kind of maintenance to prevent it from falling apart.
