I was going to buy this DLC during the sale (and use it with devastation off) but decided to hold off because I didn't want you financially reward the 4.0, but if you take the perk, can you make storms that can sometimes make deposits on celestial bodies? Just curious but I didn't want to make a whole thread to ask.
 
I actually kind of enjoy them, at least in weak levels.
I agree. In recent memory (basically since buying it) I haven't played on anything higher than ensign and rarely does the devastation become an issue. Honestly it seems to be an issue more on smaller maps because they pass over your territory way more often. That said the one thing about them I find extremely irritating is when I am planning what I'm building and it creates a planetary feature that goes against the current specialization.

I like cosmic storms and especially using them as a weapon. I dumped and sustained a cosmic storm on an enemy central world cluster and cooked them into extreme devastation.

I played with storms for the first time after 4.0 launched.

Default settings

My empire occupied around 1/5 of the galaxy and at one point had 4 storms in its territory.

The AI (keep in mind this is a 1000 star galaxy) had none. What a coincidence

I edited the save file to turn them off and will be playing without them

there is a slider now to control this, and they MASSIVELY reduced the default spawn rates and chilled them out

but if you take the perk, can you make storms that can sometimes make deposits on celestial bodies?
yes, you can, but there's still RNG involved
