I have just downloaded the game(Victoria: revolution) this morning and I played it the first time but I couldn't find any in-game tutorial except the tips box.
 
Short answer: there is none. However I'd advise you to read a bit around the Vicky Wiki.

A generally good idea would be reading the country guide for Brazil and just start a game as them and learn as you go along. Just take your time.

What helped me the most to understand the basics of the game was the AAR by OHGamer. Although he used the VIP mod most of the basics still apply to the vanilla game as well.

I hope that helps a bit. It may seem a bit confusing in the beginning, but it's really not that hard to get the grasp of.

Oh, what I forgot: there is a fan-made tutorial scenario. Certainly useful, but I'd still suggest to read the VickyWiki.
