When two AI control 1 each of a two-county duchy they both waste all their money on continually usurping the title over and over and over and over.
The sad part is that when I took the province I had the option to create the title and I thought 'nah, I bet if I do France will just usurp it.' So I let it be and handed out the new province to a guy. A while later I see he's a Duke and shortly after I see that the French fella on the other side of the border is a Duke. Repeat forever.
I don't think this is a 'bug' really, but both these guys are just burning their money on this non stop and will never accomplish anything else.
