I have two issues that I need technical support on.

1. My computer cannot read csv files. If I am understanding correctly, reading csv is needed for modding. My computer is an unaltered Windows XP. My game is a currently unaltered Crusader Kings, not Dues Vult. What do I need to read csv files?

2. I understand the need for memory space, but my computer complains about having not enough virtual memory after I exit both Crusader Kings and EU3. Sometimes, especially when loading up EU3, it boots me off the game, saying I don't have enough memory. Remarkably, when loading EU3, it has shut down my computer entirely. Yet I have a good enough graphics card. Anything I can do to fix the memory problem?
 
I can only help you with the first question. CSV-files can (and for modding must) be read with Wordpad or Notepad and those programs are on every Windows PC, AFAIK.

To open csv-files with Wordpad, don't double-click on them but just right+click and then select the option 'open with' and then select Wordpad.
