I have been doing an analysis of the monarchs. I have discovered a number of instances where, according to the monarch files start and end years, two monarchs rule at the same time. I believe these unusual situations remain in the IGC as well. Here are the five examples I have found so far:
Wurttemburg:
Eberhard I (1482-1496)
Eberhard II (1495-1498)
Hungary:
Rakoczi II (1648-1660)
Lipot I (1658-1677)
Moldova:
Johan (1503-1574) 72 Year Reign!!!
There are three other monarchs during this time. I am guessing the correct reign start in 1563 when Jakob Basilicus ends.
Cleves:
Johann Wilhelm (1592-1609)
Franz I (1593-1594)
Ukraine:
M. Doroshenko (1625-1628)
K. Vovk (1626-1626)
(Is it just me or does the Ukraine have a lot of monarchs for a country that was independent only briefly during this time period?)
There may be more examples. I only looked at the countries that seemed unusual.
I do not know what happens when the monarchs overlap. I will look at my GC tonight to see if I can get any insight.
