I don't think either of these are really bugs. Perhaps 'oversight' is more on point.
1) We are unable to grant landed titles to family if they're married to, and therefore off living with, a ruler. I found a wife with good stats for my younger brother who I was going to elect. She then unexpectedly inherited a barony so off he went. Once he was gone I was unable to grant him land even though he's a direct member of the dynasty and he'd clearly come home to rule a Duchy and then the Kingdom even if his wife ran a Barony.
2) Once he was gone he became impossible to vote for in the elective monarchy. I had 2 kingdoms and in one I could still choose him but no AI would vote for him despite the fact that they all were voting for him when he left. In the other, secondary, kingdom I could click him in the list but he wouldn't appear as being voted for and the person shown as the current winner was listed as having 0 supporters.
I eventually 'fixed' my mistake of marrying him to somebody who was so close in line to rule by..... arranging...an accident for his wife...
Since then I only pick people who are about 100 deep in the line of succession to marry to my next rulers.
