Well I am playing as the U.S. it is 1950 and I have finally mopped up Japan. Russia owns the other half of China but thanks to my quick attacks on Germany owns no new territory in Europe. I am wondering how to attack them while they have 900 divisions.

Nukes and ICBMs. That will raise their dissent and hurt their IC, which should damage their ESE and maybe even hurt their supply stockpile to the point that those 900 divisions start starving.

I've never had any success with the smear campaign. Oh I've had it be successful more than once on the same country in the same game, but it's so damn expensive and works so rarely that I've never managed to incorporate it into my overall strategy. Nukes, though gamey if playing vanilla, is definitely the best way to go in your case.
ps: how do you know that they have 900+ divisions?
