Uhm rebbels on cores???

My game is AoD 1.7 + IC with beta patch.

I got event that gave me partisan activity on 3 of my cores and one of them is Berlin...

is that WAD?

Cores get less unrest than noncores, but cores CAN get unrest and rebellions as well. Every province can.

Is this bug that Germany always has rebels in Bregenz, Lech and Klagenfurt?

So how fast is is supposed to drop, 1 year passed and it still didn't changed, same if you use "support partisants" with a spy on a country it lasts forever.

And still I'm not able to build anything in provinces of allied countries someone said that it should be possible but I reinstalled game (AoD 1.07 + 1.02 beta patch and still it's greyed out)
