[UI] Perk Notification Persists if you have more than 27 perk points

Description​

It is well known that there is a perk notification even if you finish all three perk trees and have extra perk point remained. This often happens due to mournment visiting.

Besides the Top area of notifications, the number next to the icon of perk tree in the bottom left corner is annoying.

Steps to reproduce​

1. Create an immortal character
2. Select a way of life until you have 28 perk points in single area.
3. Spend all the perk points and there is 1 remained. You will find the top area has an annoying notification and the bottom left area has an annoying number next to the icon of way of life.
