Ok, so here's the idea: everybody's requesting features that would be awesome to have in the game. Too bad you guys don't have time and/or money to implement all of those. So why not let the community do its part? If you make a game that is moddable almost to its core I'm sure the community would be more than happy to create some of those features themselves. That way you guys can concentrate on the core content. You want trams? Make them yourselves! You think there isn't enough variation in houses? Build your own models! You don't like how the road tool works? Mod it!

On a sidenote, check out this guy, he's a genius!
 
They are trying to make the game very easy to mod, and I think I heard somewhere that they're gonna have some sort of modding tool or something for it. I'm not sure. Also, they shouldn't make modding too easy. They need to be able to make money off DLC too sometimes ;).

No, they should make modding easy, people still buy DLC. That's no excuse and luckily CO seem to be trying to make it as easy as possible.
