Umm... Why cant i make more soldiers?

Im playing as france and i cant convert pops in soldiers. Any idea why?

Is it my government? I have to say i am a bit stumped.

France are not as easy to play as as i had hoped. Militarily its easy to take North Africa but the economy is so up and down as you need to import so much and not being able to convert soldiers is just a pain.

Well all I can suggest is to check you have the required resources. Your government type has to be either i believe jingoism or pro-military, also unless you have full-citizenship they'll need to the French pops, other than that I don't know.

As a newcomer to the game, I agree that France is kinda tough. I restarted as USA and am liking it a lot more.

It says i have the require resources. Which is reg clothes and 750$.

Ive always been able to convert pops with my other nations...

then you probably have an anti military or pacifist government in power, with anti military you can only convert pops into soldiers when you're at war
